The Code of Recommended Practice for Local Authorities on Data Transparency

(Pursuant to Section 2 of the Local Government, Planning & Land Act 1980)

The Local Government Transparency Code came into effect in October 2014, this is a code of recommended practice on data transparency and applies to Parish and Town Councils with a gross income or expenditure in excess of £200,000. The Government wants to increase transparency through the publication of open data enabling taxpayers to see how local authorities use public money. Emerson’s Green Town Council provides the majority of this information already on the website but has taken steps to update this page with either the information required, or provided a link where it is already provided on this website.

Expenditure over £500

Our Council is obliged to publish any expenditure over £500, including supplier and transaction information. Emerson’s Green Town Council chooses to display all transactions (not just those over £500) click here to view the expenditure.

Officers Decisions Made Under Delegated Powers

A copy of any decisions made under delegated powers will be published here. We only intend to publish if the amount concerned is over £15,000. For example, granting a permission or licence or changing an individual’s legal rights (eg terminating a wayleave).

Senior Employees

The Town Council are required to publish details of any senior employee salaries, job title and responsibilities for those earning over £50,000 per annum. At Emerson’s Green Town Council there are no employees that meet this criteria.

Community Infrastructure Levy (CIL)

Introduced in 2010, the Community Infrastructure Levy (CIL) is a tool for local councils to help raise funds from developers to deliver infrastructure such as new schools, open space or public transport. CIL is charged for certain types of development in the area and commenced on 1 August 2015. Our statement for 2021-22 can be found here:
